2009年3月24日,欧盟委员会公布了《委员会条例(EC) No 245/2009,就不带集成式镇流器荧光灯、高强度气体放电灯及使其工作的镇流器和灯具生态设计要求,执行欧洲议会与理事会指2005/32/EC,同时撤销欧洲议会及理事会2000/55/EC指令》。(EC) No 245/2009在OJ上公布的第20天开始正式生效。作为欧盟ErP指令的实施措施,该条例主要涉及荧光灯、高强度气体放电灯及其镇流器和灯具。
(EC) No 245/2009分三个阶段实施高强度气体放电灯镇流器的能效要求,规定了高强度气体放电灯镇流器的最低能效指数,建立了根据不同能效指数对镇流器实施分类的分类系统。
第一阶段:条例生效一年后
表1-1所涉及的非调光镇流器的最小能效指数等级应为B2,表1-2中所涉及的非调光镇流器的最小能效指数等级应为A3,表1-3中所涉及的可调光镇流器的最小能效指数等级应为A1。

在可调光位置相当于其工作的灯的流明输出的25%,灯-镇流器电路的输出功率(Pin)不应超过:Pin<50%*PLrated/ηballast。其中,PLrated为灯的额定灯功率,ηballast为各自能效系数等级的最低能效限值。
第二阶段:条例生效三年后
高强度气体放电灯镇流器应具有表1-3中所列能效。
