(EC) No 245/2009分三个阶段实施荧光灯镇流器的能效要求,规定了荧光灯镇流器的最低能效指数,建立了根据不同能效指数对镇流器实施分类的分类系统。
第一阶段:条例生效一年后
表1所涉及的非调光镇流器的最小能效指数等级应为B2,表2中所涉及的非调光镇流器的最小能效指数等级应为A3,表3中所涉及的可调光镇流器的最小能效指数等级应为A1。

在可调光位置相当于其工作的灯的流明输出的25%,灯-镇流器电路的输出功率(Pin)不应超过:Pin<50%*PLrated/ηballast。其中,PLrated为灯的额定灯功率,ηballast为各自能效系数等级的最低能效限值。
当其所操作的灯在正常工作条件下没有发光,并且其他可能连接的部件(网络连接、传感器等)均断开时,荧光灯镇流器能耗不能超过1W。如果这些部件不能断开,它们的功率应进行测量并从结果中扣除。
第二阶段:条例生效三年后
当其所操作的灯在正常工作条件下没有发光时,不带集成式镇流器荧光灯中所使用的镇流器功耗不能超过0.5 W。该要求应该适用于当其他可能连接部件(网络连接、传感器)断开的情况。如果这些部件不能断开,则其功率需被测量且应从结果中扣除。
第三阶段:条例生效八年后
不带集成式镇流器荧光灯的镇流器应具有以下能效:ηballast≥EBbFL。其中,“Efficiency Base ballast”(EBb)指灯的额定功率(Plamp)与镇流器功效之间的关系。对于单端和双端荧光灯镇流器,其EBbFL可按如下方法计算:
当Plamp≤5W,EBbFL=0.71
当5W<Plamp<100W,EBbFL=Plamp/(2*sqrt(Plamp/36)+38/36*Plamp+1)
当Plamp≥100W,EBbFL=0.91
